The forums actually do resize pictures when you upload them but there is a max resolution that you can upload.
The max is 1500 x 1500 or there is a max file size which is 1024kb.
I had taken some images of my burm at 2816x2112 because its the highest resolution my camera can go. After that, I went into photoshop and reduced the resolution to 1500 x 1125. I only set the width of the pictures and photoshop automatically scaled down the height to match.
However, if you dont have photoshop, you can go online to www.resize2mail.com (http://www.resize2mail.com/advanced.php). Use the form to browse your computer and select the image. In the width input box I would set it to 1500 pixels wide if your picture is over that. Leave everything else alone and click OK.
The site will reduce the resolution on your picture so that you can upload it to here. After uploading my pictures with resolutions of 1500 x 1125, the forum automatically reduced them to 600x450.
So, if your images are larger then 1500x1500 then you need to resize it smaller. If your images are smaller then 1500x1500 then you should just upload them to the forum and it should resize them for you.

Most computers come with Microsoft Photo Editor and you can resize with that easily. That's what I use.

Another really simple way is if you use outlook. It will resize pics for you when to try to email them. It is a fast and simple way to do it.

You can also use photobucket at photobucket.com It's free to register an account, and once you have an account you can upload any images you want. Once your images are uploaded, you can use the edit tool above the picture to resize for message boards.
Hope this helps! :)
